State Authorizations for Distance Education (DE)
It is required, per the U.S. Department of Education regulation 4 C.F.R.§ 600.9 that each state applies for and receives authorization to provide distance education (DE) programs to out-of-state students.
California is not a member of the State Authorization Reciprocity Agreement (SARA); therefore, Cuesta College is unable to take advantage of the agreement.
Out-of-State Policy for DE Courses
Maintaining compliance is paramount, thus students are prohibited from taking distance education courses at Cuesta College if they are living outside of California, as determined by their physical presence and mailing address.
Mailing Address and Physical Presence Update
The mailing address can be updated in the student portal if it is incorrect. If the student has recently moved to California additional documentation may be requested by Enrollment Services. After the address has been updated to a California address and a physical presence has been established a student will be able to enroll in DE courses.
