The citation appeal process is done online. To appeal a citation, please click on the green button below to submit the first level review - Request for Administrative Review (Appeal) . You will need the citation number or license plate number. 

  1. Click green button above or link to enter the Cuesta College Citation portal. https://cuestacollege.citationportal.com/
  2. Search by Citation Number or License Plate number. Click on drop down to make search selection.
  3. Enter Citation number or License Plate number.
  4. Citation results will populate on the next screen.
  5. To Appeal, click More Info.  To Pay, click Pay.
  6. More Info will take you to the Citation Information - Details of the citation and pictures. Here you have the options to:
      • Pay Citation
      • View Citation History
      • Contest Citation
  7. Click on Contest Citation to Request Administrative Review (Appeal).

If you wish to contest a parking citation, you may appeal the parking citation by submitting a citation appeal within 21 calendar days from the date of the parking citation or 14 calendar days from the mailing of the notice of delinquent parking violation (Section 40215 of the CVC).  The appeal request is for citation review only. Submittal of this request does not mean that your citation will be automatically dismissed. Your request will be carefully reviewed and you will be notified by mail/email of the disposition of your request.  During the review process, the citation will be suspended pending the result of the review. 
 
Please allow 7-10 business days for the review process.  The disposition of your appeal will be emailed to the address you provide on the appeal; it will also be mailed via US mail to the address provided. If you do not receive the response in a reasonable amount of time, it is your responsibility to check online for the status/result of the appeal or call (805) 546-3205. A late fee will be added to the fine if not paid within 30 days of issuance.  Non-payment of the citation may result in a hold being placed on your DMV record.  This hold will not allow you to register your vehicle until the citation is paid. 

If you are dissatisfied with the results of the initial review, you may request an Administrative Hearing of the violation no later than 21 calendar days following the mailing of the results of the initial review.
 
The second level review, Administrative Hearing Request is available online by clicking on the green button above. The hearings are conducted in person, by mail, telephone or electronic means. A deposit in the amount of the citation fine must be submitted with the Administrative Hearing Request. If you cannot afford the parking penalty, you can complete the waiver to request an administrative hearing without paying the deposit.

You have the right to appeal the final determination of the Hearing Officer to the San Luis Obispo Superior Court within thirty (30) days of the mailing date of the result of your hearing.  A $25 court filing fee will be required by the Superior Court.  This filing fee will need to be deposited with the court. If the citation is upheld, the citation fine will be retained by Cuesta College and the court filing fee will be retained by the Superior Court.  Both payments will be returned to you if the court dismisses your citation.
