CRRSA Act Emergency Grant (HEERFII)
The Federal CRRSA Act includes funds for students to help with immediate needs related to the ongoing coronavirus pandemic. The Higher Education Emergency Relief Fund II (HEERF II) is authorized by the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSA Act).
All Fall enrolled students at Cuesta College are eligible to apply for a grant.
Available to ALL students who are degree and non-degree seeking, non-credit, dual enrollment, and continuing education students and students who may be enrolled solely in distance education courses.
Students that are U.S. citizens and permanent residents, refugees, asylum seekers,
Deferred Action for Childhood Arrivals (DACA) recipients, other DREAMers or similar
undocumented students and international students are eligible to apply.

CARES Act established the Higher Education Emergency Relief fund (HEERF) to assist enrolled students (excluding exclusively online students, non-degree seeking students and non-Title IV eligible students) for expenses related to the disruption of on-campus operations due to the pandemic in Spring 2020. CARES funding to students has been fully exhausted. CRRSA Act is a supplemental grant for HEERF to assist Spring 2021 enrolled students who have “exceptional need” with emergency costs that have directly resulted from Coronavirus. For CRRSA Act, students do not need to be Title IV eligible.

The Coronavirus Response and Relief Supplemental Appropriations Act (CRRSA Act) Act was passed by Congress and signed into law to provide economic relief from COVID-19. One section of the CRRSA Act established the Higher Education Emergency Relief fund and sent money to schools to use for emergency financial aid grants to students for expenses related to the component of the student’s cost of attendance or for emergency costs that arise due to coronavirus.
Unlike the CARES Act, the CRRSA Act requires that institutions prioritize students with exceptional need, such as students who receive Pell Grants, in awarding financial aid grants to students. However, students do not need to be only Pell recipients or students who are eligible for Pell grants. In addition, the CRRSA Act explicitly provides that financial aid grants to students may be provided to students exclusively enrolled in distance education and non-Title IV eligible students. By this definition a FAFSA applicant would be eligible for the CRRSA Act grant.
